Paddling To move the raft, at least one person needs to paddle (unless you have a sail). In multiplayer, you can jump onto and stand on your friends heads, allowing you to get to them hard to reach areas. Just remember to change 'Friends can join' into 'Nobody can join' when you start the game (the option does not stick currently so you need to set it each time you play). Many of the islands are quite difficult to get onto, and even when onto the island, there are parts that cannot be reached.
I have not tested it my self but few people have on the forums have stated that Raft worked for them in offline mode.

From what I've read, Steam game updates are a big problem as Steam won't let you play until you've downloaded the queued updates and game patches can go into multiple gigabytes in size. You'll also have to take into consideration that if you connect to the net, your OS may try to update itself and if you let Steam connect to internet, it too may try to update itself and download any updates for the games you have installed. Fast and stable internet connection is recommended for multiplayer in raft and while I don't know how much bandwidth game takes, I would not recommend it if data is expensive unless you really can afford it.
